Answer: Thomas Mifflin. He became Pennsylvania’s first governor under the state’s 1790 Constitution. Before that, he served as the last president of the state’s Supreme Executive Council, making him both the final president and the first governor of the Commonwealth. Born in Philadelphia in 1744, he went on to win reelection twice before leaving office in 1799.
